And elsewhere in the section containing that chart, there’s a discussion of whether increases in throughput (defined by DORA as a combination of lead time for changes, deployment frequency, and failed deployment recovery time) are enough to offset or otherwise make up for this increase in instability (page 41, emphasis added by me):
